German Defense Minister Boris Pistorius has described the unexplained severing of two fiber-optic cables under the Baltic Sea as an act of sabotage. The cables connect Germany, Finland, Sweden and Lithuania. Pistorius said the damage to the cables appeared deliberate, and could represent an act of hybrid warfare.
